Intro
Hope you’re well and are enjoying the wonderful weather?
The by- election to replace Ian Leslie has been called and I’m sure your being bombarded with literature. I’ll touch on this in a future RR.
Lincolns
Victory over the management of Lincolns was secured on the 9th June. Despite a last minute attempt to seek to compromise (see RR9), Walthamstow Magistrates Court through out the appeal.
The owners have 21 days from the date of the decision to appeal, this time to the Crown Court. So in affect they have until the 30th June, if they haven’t appealed by then, they will have to close at 11pm, every night apart from Sundays, which is 10.30pm.
It is believed that the property may be changing hands, however the failure to win this appeal may well deter the proposed new owner from purchasing the pub, especially as significant costs were awarded to the Council, for this case.
Some of the key decisions from the Magistrates included-
- The license had caused distress to residents and impacted on police resources;
- The owners chose to ignore the distress it was causing residents; and
- Nothing was proposed to solve the parking nuisance.
Once again I would like to pay tribute to commitment of residents who worked hard with their ward councillors to secure this decision.
If anything else comes to light I’ll let you know.
Friends of Henry Reynolds Gardens 18th June
Yet another successful event by the ‘Friends’ group. My thanks go to the volunteers who are doing so much to bring this park to life and reclaim it for the community, which it has served for so many years.
It was really good to see people bringing along picnics and especially good to see the proposed plans for the park’s remodelling. Around £100k will be spent on the park over the coming months, which is probably more than it has ever had spent on it!
George Tomlinson Garden Party 18th June
What a great day and what a great event! My thanks to all those who put so much time and effort into organising, as well as running the show. I spent 2 hours helping with the helium bottle and the next 2 days trying to get rid of the smell of balloon from my hands, so I certainly recognise the commitment of the volunteers!
Hills Garage Development
I wrote to Bellway Homes some months ago after a request from a resident, to see if we could get some of the sites being developed in Leytonstone associated with our connection to Alfred Hitchcock. I’m really pleased to inform you that they have agreed to name the Hills Development ‘Topaz Court’, after one of Hitchcock’s films.
I’m currently in communication with the developers of the former Esso garage site and the Matalan car park to see if they will pick up this theme. I’ll keep you posted.
I’m afraid the withdrawal concierge (see RR9) from the Hills development, was accepted by the boroughs Planning Offices, as a reasonable change to the overall application.
CCTV for Leytonstone Town Centre
Work will commence this weekend to put in the infrastructure to support 2 CCTV cameras for the Town Centre. The cameras should be on line and active from the end of July.
We are also investigating the placement of 2 mirrors, one at either end, on the footbridge between Church Lane and Grove Green Road, to help reduce the fear of crime on this important pedestrian route.
Planning Application for 855 High Road, L’stone
An application is in for a ‘chicken in a box’ take away restaurant. I have submitted my objection already, based on there being too many fast food outlets already in Leytonstone and that it results in over concentration of such facilities and undermines our retail offer.

The acting Head of George Tomlinson is moving onto pastures new. Liz Jackson has been associated with the school, as a parent of children their and as a member of the teaching staff for a good few years. I would certainly like to put on record my thanks for the work and effort she has put into the school over the years and for the commitment and dedication she has shown the children of Leytonstone past and present.

Waltham Forest Direct (WFD) Comes to L’stone
Many of you may well have seen or visited the WFD Shop at the Bakers Arms in Leyton, we are also shortly to open the WFD in Walthamstow, following quickly on the back of Walthamstow will be the Leytonstone WFD, which will be accommodated in the current ‘One Stop Shop’ (Leytonstone Library) and some further space still be defined.
WFD is the Councils response to bringing the services that our partners and we provide closer to our residents and users. We know from evaluation of the WFD in the Bakers Arms that it is very popular and highly thought off and provides an excellent access point to the Council, that’s why we are rolling them out across the Borough. The investment in this scheme will be around £500k.
As well as covering the current remit of the ‘One Stop Shop’, WFD Leytonstone will allow residents to report all manner of complaints, about any council service, you will also be able to hand in documents for Council Tax and benefit purposes. You’ll be able to pay for anything you need to apart from parking fines. WFD will also provide a number of small meeting rooms which can be booked for use and which the police, The Pension Service and other organisations will use to run events, surgeries and workshops from.
WFD Leytonstone is intended to be open by March 2006. Watch this space for further info.

Olympic Countdown
…..don’t forget 6th July…..Leytonstone Town Centre from 11am…….for the big screen and it is really big and other events including sport displays, street performers and music! A real big party for the final countdown!
Green Kitchen Waste
Don’t forget if you have a brown bin, you will be notified in July that you can start to include ‘green kitchen waste’ as part of the waste you place in it.
For those of you without a brown bin, watch this space, as we shall be rolling out further brown bins during the course of the year.
Whilst we are on recycling don’t forget that from September we all move to weekly collections for recyclables and you will be able to include cardboard in these collections.
Dog Poo Bins
I’ve asked officers, in response to a number of requests, to look into further provision of these facilities on key dog walking routes, particularly on the route from Upper Leytonstone to the area of green space around Hollow Ponds and around Wanstead Flats from Bushwood.
So far we have identified a place near St Andrews Church, for such a facility. However I’ve also written to the Corporation of London to see whether they can help.
Smoking Ban in Public Places
