Zulus

After a well attended residents (100 plus) meeting chaired by Clyde on 27th July, at Leytonstone Library, where a large and wide ranging number of issues related to the late license were raised, it was with great disappointment that the Licensing Committee, which met on 8th August, chose to ignore residents concerns about the late license, to the extent where they didn’t even reduce the number of midnight and 2am late licensed nights they have.

Not only did they ignore residents, but also this committee chaired by Cllr Liz Phillips, attempted to stifle residents and ward councillors contributions, whilst allowing unlimited time for Zulu’s to explain themselves.

Clyde is currently challenging the running and conduct of the committee, on a number of points. However be rest assured that we, your ward councillors, are planning to call the license in on day one of the new licensing act (around late November), to challenge it. To this end it is important that residents report all incidents however big or small to the police and ensure they keep a diary of these incidents, as well. It would also be helpful if you could forward any incidents to Clyde and/ or Marie and Jenny.

We intend to leaflet key streets and roads around Zulu’s shortly, to let them know what we are planning to do and what it would be useful for them to do, over the coming weeks and months. We also hope to have a further public meeting shortly to brief residents on how we can use the new licensing act to deal with Zulu’s. Details to be circulated shortly.

Rest assured that we intend to fight this until we get the result that we know residents want!

Recycling

You will shortly be receiving your notification about the Boroughs move to weekly doorstep recycling collecting. This will commence from week commencing the 5th September. From this date also you will be able to leave all grades of cardboard to be collected for recycling. These are part of a package of investment worth £1.1m put into recycling initiatives this year, alone.

Some of you will also now be able to recycle your green kitchen waste, because you have a ‘brown bin’. Many of you have asked your ward councillors about provision of ‘brown bins’. They are being rolled out as and when funds become available and we will continue to do so. I have circulated the list for the next roads in Leytonstone to receive the ‘brown bins’ in a previous Residents Report.

The Boroughs recycling story is a good one. In the past 3 years the amount of waste we recycle as a percentage of total domestic waste has risen from 9% to 20%. We hope to reach 23% with these new initiatives by next year. We are now one of the leading recycling boroughs in London; where overall the average recycling rate is only 13%.

Faith Leaders Breakfast

Clyde had the pleasure of hosting a Breakfast Meeting with a large range of the Boroughs Faith Leaders last week. It was very representative and very well attended.

The amongst the many conversation topics we touched issues of community cohesion, the role of faith in the Borough, the Olympics, the health of our residents and the role and future of faith buildings as community facilities.

This is the second of such meetings where as Leader he is trying to ‘sound out’ and ‘touch base’ with a number of key groups, who he doesn’t traditionally have formal dialogue channels. The first group was head teachers and the next will be GP’s.

Lincolns

Still no date set for the appeal to be heard at Snaresbrook Crown Court. When it does go ahead it will be before a Judge and 2 Magistrates. We will continue to keep you posted

Corporation of London Consultation on Wanstead Flats

Please contact Corporation of London Open Spaces Dept on 020 8508 0028 if you want to receive the paperwork. But basically they are asking a whole range of questions including-
• How often you visit;
• Should the Flats be renamed;
• What organised sports should be played on the flats;
• Car parking;
• Pest control; and
• What other facilities would you like to see on the Flats

Your ward councillors will be preparing a formal response, on feedback that we receive from residents, so if you want us to include your thoughts and comments then let us know. The consultation ends on the 25th October.

Kings Passage

We have met with residents concerning various crime, fear of crime and anti social behaviour issues around this alley- way, which connects Kings Road with Wallwood Road. We shall be organising a public meeting shortly to help organise a Neighbourhood Watch, to contribute towards a package of responses to residents concerns.

Church Lane Road Resurfacing

We hope this work has not caused any inconvenience, over the past couple of weekends? We are aiming to get the work done by Car Free Day- 18th September. As I’m sure you know this work is much needed and overdue.

Bulbs

We shall shortly be launching our Borough Bulb Fund. This was a very successful initiative last year and really brightened up key parts of the Borough. If you are in a community group, residents association or want some for your school or church to plant or simply there’s a plot of land/ flowerbed in your street that you want to plant, then let me know and I’ll put your name and contact details forward forward. Basically the rule is the community must be able to view the blooms. If you could give Clyde an idea on how many you want that would also be useful.

Smoking Ban in Leytonstone Tube Subway

Many residents have complained about the affect of smoking in this subway, especially just outside of the ticket hall. Clyde is meeting with the Station Supervisor on the 19th to see what work we can do to try and enforce a ban in the subway. He’ll feedback to you next time.

Waltham Forest Design Awards

So far no Leytonstone buildings have been submitted for this years Design Awards. See the Borough website for details. Although the closing date has passed if you are interested in submitting a building, please get it in the next few days or so and copy your ward councillors into the submission.

Former Esso Garage Site

As you know we have secured the name Topaz Court for the Hills site redevelopment. In keeping with the Hitchcock theme we have now secured the name Marnie Court for the former Esso Garage site.

Free Swimming

By all accounts the Boroughs ‘Summer Holiday Free Swimming’ for all U16’s, at our pools, has been really well received. Tens of thousands of free swims have already been taken up, with a couple of weeks still to go.

Congratulations to our A’ Level Students

On their results and hard work and a big thank you to the teachers and parents who helped them get these results. Well done!

Leytonstone Library Consultation

Don’t forget to let your ward councillors know of any thoughts you may have on making our library better and more useful as a community resource.

Also the Council is exploring whether we can secure a coffee concession in the ground floor of the library building, in an attempt to recreate a bit of that feel that you get in modern bookshops, but to also contribute to the vibrancy of the Town Centre. What do you think?
